DRAFT Dec14-17 <br />for review only <br />Existing Safety and Operational Issues <br />The primary issue locations are identified below: <br />Trunk Highway System Congestion <br />Peak -period congestion occurs on nearly all the trunk highway <br />segments passing or adjacent to the City. This includes 1-35E and TH <br />61. Current traffic volume on TH 61 ranges from 9,000 north of 170th <br />Street (CR4/CSAH 4) to 10,300 between 170' Street (CR4/CSAH <br />4) and Frenchman Road (CSAH 8) to 13,700 south of Frenchman <br />Road (CSAH 8). With the number of access locations, together with <br />the traffic volume levels, this roadway is approaching the need for <br />expansion to a four -lane facility. In addition to the mainline congestion, <br />queuing at existing signalized and un -signalized intersections provides <br />a source of localized congestion on the City street system. Specific <br />intersections along TH 61 that have been identified as having either <br />existing issues or where potential issues are anticipated include: <br />• 145th/146th Street <br />• 152nd Street <br />• 165th Street <br />HUG 2040 COMPREHENSIVE PLAN UPDATE <br />North/South — EastMest Collector Street Network <br />Currently, there is not an adequate system of north/south or east/west <br />collector streets to support the arterial street network. Specifically, this <br />system is needed in the developing area between 1-35E and just east <br />of TH 61 within the 2040 urban service boundary. A fragmented street <br />network is in place that can be completed to provide this roadway <br />network. These roadways include: <br />• Elmcrest Avenue (shared roadway with Lino Lakes) <br />• Oneka Parkway/Everton Avenue <br />• Fenway Boulevard <br />• Goodview Avenue <br />• 159th Street/Heritage Parkway <br />• 147th Street <br />• 140th Street <br />• 125th Street <br />The completion of this collector street network would provide relief to <br />the local street network, provide additional options for motorists, and <br />minimize cut -through traffic on local streets. <br />TH 61 Corridor Planning <br />The City, Washington County (Transportation and Regional Rail <br />Authority), and MnDOT have developed a corridor plan for Highway <br />61 within the City limits. The corridor plan includes a multi -modal <br />cross section to accommodate an expanded roadway, pedestrian/ <br />bicycle trail, and transit. The plan includes a preliminary cross section, <br />alignment, right-of-way needs, access management, and potential <br />traffic signal locations. The City, County, and Mn/DOT have entered <br />into a Memorandum of Understanding (MOU) identifying access <br />locations and plan details for the corridor. <br />TRANSPORTATION 175 <br />
