Goals and Policies <br />The guiding principles, goals and policies provided in this section are based on the policies from the 2008 <br />Hugo Transportation Plan and deliberations by the City. <br />)040 Transportation Guiding Principles <br />1. Provide a transportation system that is designed and maintained to encourage development in <br />accordance with Hugo Land Use Guide Plan. <br />Objectives: <br />• Promote a transportation system which minimizes impacts on the natural environment and which <br />enhances local aesthetics. <br />• Provide for safe, convenient and efficient movement of people and good throughout the City. <br />• Provide another east -west route through the City. <br />• Encourage development of the interchange at 1-35E and CSAH 4. <br />2. Plan and provide public facilities in an orderly and economic manner. <br />Objectives: <br />• Maintain the existing infrastructure to maximize cost efficiencies in development of public projects <br />• Work with the State, County and/or neighboring communities to coordinate public infrastructure <br />improvements and services. <br />• Discourage leapfrog development. <br />2040 COMPREHENSIVE PLAN UPDATE <br />Goals <br />Maintain and enhance mobility for residents and businesses through creation and maintenance of a <br />balanced system of transportation alternatives. <br />2. Implement a fully multi -modal transportation system that supports the land -use vision and future land - <br />use plan for managing and shaping future growth. <br />3. Minimize the impacts of the transportation system on Hugo's environment and neighborhood quality of <br />life. <br />4. Reduce the overall dependency on and use of single -occupant vehicles by promoting land -use patterns <br />that allow for shorter vehicular trips and the use of alternative travel options. <br />5. Provide multiple travel options for transit users, pedestrians, bicyclists, and rideshare users, as well as <br />for drivers of private automobiles. <br />6. Support attractive and high-performance transit service and connections. <br />7. Manage parking provisions to encourage joint and shared use of facilities, ride -sharing (car pools and <br />van pools), bicycle parking, and increased transit use. <br />TRANSPORTATION 200 <br />
