Aggregate Resources <br />The Aggregate Resources in the City of Hugo are limited to four areas <br />in eastern Hugo (See Map xx—Aggregate Resources). The properties <br />are guided Agricultural or Large Lot Residential. The Aggregate <br />Resources identified for Hugo are primarily Class 6 (moderate to good <br />quality aggregate) and Class 11 (good to excellent quality aggregate). <br />This analysis is based on data found in Aggregate Resources Inventory <br />of the Seven -County Metropolitan Area, Minnesota. This report is <br />from a project funded jointly by the Minnesota Department of Natural <br />Resources, the Metropolitan Council, and the Minnesota Geological <br />Survey. It was released on May 9, 2000 as Minnesota Geological <br />Survey Information Circular 46. <br />Among its conclusions, the report shows that the Twin Cities region is <br />rapidly consuming aggregate resources. With the continuing expansion <br />of developed areas, possible zoning restrictions, and other factors, <br />aggregate supplies in the Twin Cities region may be exhausted <br />as early as 2028. Local and regional decisions will have important <br />implications for future supplies and costs of aggregate materials. <br />The City does not currently have any active mining operations. <br />However, the City Zoning Ordinance allows mining operations as a <br />conditional use in the Agricultural Zoning District, subject to certain <br />standards. The City will continue to allow mining operations as a <br />conditional use permit in the Agricultural District to allow extraction of <br />aggregate resources prior to platting these undeveloped sites identified <br />on the Aggregate Resources map.
