Adelaide Landing Residential Development EAW, Hugo January 31, 2017 <br />The project will not generate significant odors during construction or operation. Minor odors <br />generated during construction will be typical of those associated with residential development <br />processes, such as exhaust from diesel and gasoline powered construction equipment. The <br />construction process is expected to generate some dust, but it is not anticipated that fugitive dust will <br />be generated in objectionable quantities. The nearest receptors to the proposed project are several <br />residential developments to the south of 130' Street N, west, north, northeast of the Project boundary <br />and farmsteads located east of Project. Residential developments range in distances from <br />immediately adjacent in the northern portion of the project boundary, to'/4-mile to the west. <br />Farmstead buildings are located less than 0.1-mile from the eastern project boundary. <br />Consideration will be given to suppression of airborne dust by application of water if significant <br />fugitive dust generation occurs during site grading and equipment operation that is greater than <br />routinely expected during normal construction practices. <br />17. Noise <br />Describe sources, characteristics, duration, quantities, and intensity of noise generated during project <br />construction and operation. Discuss the effect of noise in the vicinity of the project including 1) existing <br />noise levels/sources in the area, 2) nearby sensitive receptors, 3) conformance to state noise standards, <br />and 4) quality of life. Identify measures that will be taken to minimize or mitigate the effects of noise. <br />The project will be constructed in accordance with the city's established ordinance as outlined in City <br />Code Chapter 46 - Nuisances. It is anticipated that noise levels will temporarily increase locally during <br />project construction, but are expected to return to intensities consistent with existing levels and sources <br />following project completion. Noise levels on and adjacent to the site will vary considerably during <br />construction depending on the pieces of construction equipment being operated simultaneously, the <br />percent of time in operation, and the distance from the equipment to the receptors. The nearest receptors <br />to the proposed project are several residential developments to the south of 130t1i Street N, west, north, <br />northeast of the Project boundary and farmsteads located east of Project. Residential developments range <br />in distances from immediately adjacent in the northern portion of the project boundary, to 1/4-mile to the <br />west. Farmstead buildings are located less than 0.1-mile from the eastern project boundary. Planned <br />landscaping within and adjacent to project boundaries will help to minimize and mitigate the effects of <br />the anticipated negligible noise generated from the project following construction. <br />18. Transportation <br />a. Describe traffic -related aspects of project construction and operation. Include: 1) existing and <br />proposed additional parking spaces, 2) estimated total average daily traffic generated, 3) estimated <br />maximum peak hour traffic generated and time of occurrence, 4) indicate source of trip generation <br />rates used in the estimates, and 5) availability of transit and/or other alternative transportation <br />modes. <br />Excelsior Group is proposing to construct 324 residential units on a 217.5-acre site in Hugo, <br />Minnesota. The development, called Adelaide Landing, is to be located north of 1301h Street <br />North and east of US Trunk Highway 61. <br />1) Existing and proposed additional parkin spaces -- There are no existing parking <br />spaces on the site.
