Adelaide Landing Residential Development EAW, Hugo January 31, 2017 <br />The street system in the Adelaide Landing development is proposed to be curvilinear <br />with one main neighborhood collector running north -south through the development <br />with various local streets intersecting the north -south street and serving small pockets of <br />housing. <br />While the development will propose no new direct access intersections onto TH 61, the <br />concept sketch plan for the site includes a connection to existing 137th Street North that <br />proceeds through another residential development and intersects TH 61. Further, the <br />development proposes three intersections with 130th Street North at the south end of the <br />site, which in turn provides direct access to TH 61. <br />As required, a traffic study has been prepared for this development (see Appendix). This <br />analysis looked at the traffic operation of the study area during three time periods: <br />• Existing condition (2016), <br />• One year after full development (2022), and <br />• Twenty-year timeframe (2035 to 2040). <br />The following intersections were assessed in this analysis: <br />• TH 61 & 130th Street N <br />• TH 61 & 134th Street N <br />• TH 61 & 137th Street N <br />• TH 61 & 140th Street N <br />• 130th Street N & West Site Access Street/Flay Road <br />• 130th & Mid Site Access Street <br />• 130th Street N & East Site Access Street <br />• 140th Street N & Flay Avenue <br />This analysis also addressed the potential for "cut -through" concerns, as well as <br />pedestrian access and crossings. The completion of the Adelaide Landing development <br />will prompt some residents of adjacent subdivisions to cut through the new development <br />in order to get to TH 61 at either 130th Street or 137th Street. Traffic has been added to <br />the trip generation of Adelaide Landing to account for this cut through traffic in the <br />analysis. <br />Findings from this study were compared with the results from previous studies in the <br />area, including the TH 61 Corridor Access Management Plan, the TH 61 at 130th Street <br />ICE Report and the City of Hugo Comprehensive Plan. <br />Because the development is residential, the peak hour flow is directionally -oriented (e.g., <br />primarily outbound during the a.m., and primarily inbound during the p.m. peak). <br />Results of the traffic study show that a majority of the trips generated by the site will <br />enter and exit the development at the south (i.e., TH 61 & 130th Street N) while the <br />remainder of the trips will enter and exit the development at the north (i.e., TH 61 & <br />137th Street N, or other local streets to County Road 8).
