Page 3 <br /> • They recommended to update 1301h Street to an urban collector roadway per the <br /> Comprehensive Plan with the proposed development. They encouraged the trail along the <br /> road to be constructed at that time. <br /> • They stated the developer should provide significant buffers, including landscaping, along <br /> Highway 61 and 1301h Street. <br /> • They had a desire to preserve the significant stands of trees within the development. <br /> • They appreciated the proposal for a stormwater reuse system for irrigation. <br /> • They had concerns on the long road connecting the north and south ends of the <br /> development. <br /> • They also had concerns about the 45 foot wide lots proposed and wanted more <br /> information on the product type that would be built on the lots. <br /> There were five residents that spoke during the sketch plan review meeting. One stated the sketch <br /> plan showed exactly the project needed for this lot and that it is better than past proposals for this <br /> lot. The other residents voiced concerns on the following: <br /> • The proposed density of the project. <br /> • The proposed lot size and lot width in relation to the allowance in the R-3 zoning district. <br /> • Traffic <br /> o Potential for cut-through traffic on 137th Street <br /> o Additional traffic along 1301h Street <br /> • The location of stormwater ponds in relation to the existing homes in regards to flooding, <br /> bugs, and odors. <br /> • They wanted to ensure that the Commissions and City Council kept the neighboring <br /> properties in mind during the approval process. <br /> The Parks Commission also reviewed the sketch plan, at that time, and provided informal <br /> comments in regards to trails, park improvements, and park dedication. In general the Parks <br /> Commission liked the proposal, but realized there are several details to work out. The Parks <br /> Commission provided the following comments: <br /> • They liked the trails within the development and encouraged additional connections from <br /> the adjacent neighborhoods to the active park area. <br /> • They encouraged the trail along the north side of 130th Street to be constructed with the <br /> development. <br /> • They stated they were comfortable with the active park location but, encouraged a more <br /> contiguous park area. <br /> • They also stated they were comfortable with the use of the City owned outlot for the <br /> passive park area, stormwater pond, and trails. <br /> • They thought the developer was on track with the park dedication proposal. <br /> • They stated that more analysis and discussion will need to occur in regards to phasing of <br /> the trail and park improvements within the development. <br />
