Agenda Number D.2 <br />CITY OF HUGO <br />COMMUNITY DEVELOPMENT <br />DEPARTMENT <br />Memorandum <br />TO: Hugo Planning Commission <br />FROM: Rachel Juba, Planner <br />SUBJECT: Parking Ordinance Revisions <br />DATE: May 19, 2017 for the Planning Commission meeting of May 25, 2017 <br />1. BACKGROUND: <br />In reviewing the zoning code, staff has found the existing parking requirements to be quite <br />excessive based on our experience with the typical demand for parking associated with various <br />uses and also when compared with ordinances in other communities. For that and other reasons, <br />staff is proposing zoning text amendments to address the excessive parking requirements found <br />in the parking ordinance. In addition to the review of the parking requirements for each use, the <br />Ordinance Review Committee (ORC) reviewed the entire ordinance and made recommendations <br />on revisions. <br />2. SUMMARY OF REVISIONS: <br />Number of Parking Spaces Required <br />One of the significant revisions to the ordinance was the number of parking spaces required for <br />each use. The required number of minimum parking spaces table was revised to reduce the <br />amount of uses regulated and to reduce the number of parking spaces required for each use. Any <br />use that is not listed in the table will be assigned a parking requirement by staff and ultimately <br />approved by the City Council. <br />There are two new items that were also added to this section, the allowance and requirements for <br />parking deferment and shared parking. The City has been practicing these methods for parking <br />and approving them with development projects, but the ordinance previously did not outline the <br />allowance or provide any guidance on how it can be used. <br />
