The property's south border is at the northern extent of Goodview Avenue and Goodview <br />Trail. Our review is based on the Sketch Plan submitted by the Lincoln Group with the "last plotted date" of <br />7/25/17. We will provide a more in-depth review of this project once detailed plans are provided by the <br />applicant. <br />Based on our review, we offer the following comments regarding the concept plan: <br />Grading and Drainage <br />1. Wetlands: The site contains extensive wetlands. A wetland delineation was performed on April 4, 2017 <br />with revisions dated July 24, 2017 and August 29, 2017 based on the Technical Evaluation Panels <br />comments. Wetland boundaries have been modified to meet the Technical Evaluation Panels comments. <br />An approval based on the revised delineations is expected to be issued in the near future. The applicant <br />will need to continue to work with the TEP and the City Water Resources Engineer as the project moves <br />forward to obtain the necessary permit(s) related to the wetland delineation, sequencing, and mitigation <br />within the site. <br />A trail is proposed along the top of the ice ridge on the east side of the property along Oneka Lake. the <br />wetland boundary is located at the toe of the slope on both the east and west edges of the ice ridge <br />where the trail is proposed. Approval of the trail, will be contingent on the design. If it can be designed <br />in a way that is doesn't impact the existing wetlands, a trail could be feasible in this location. <br />Site Grading/Low-floor Elevations: The site is relatively flat. A private lateral ditch discharges through <br />the center of the site from north to south. The proposed crossing of this ditch will need to meet all RCWD <br />permitting requirements.
