Washington County has established access management guidelines <br />for urban (areas within the 20 -year MUSA boundary) and rural areas <br />(areas outside the MUSA boundary). Washington County access <br />management guidelines are displayed in Table 8-7. Washington <br />County requires permits for new driveway access to county roads <br />and when land uses change at a site adjacent to a county road. <br />Washington County typically requires that new access points meet its <br />guidelines; however, the county can make exceptions to the guidelines <br />with sufficient justification. <br />The City of Hugo does not have access management guidelines for <br />City streets. The City evaluates new and modified accesses to its City <br />streets through a permitting process on a case-by-case basis. <br />It should be noted that there are existing access points that do not <br />meet County and MnDOT access spacing guidelines. In many cases <br />these access points were established prior to agency access spacing <br />guidelines. In other cases, the agency has granted an exception to <br />the existing guidelines.
