Aviation Plan <br />Hugo is categorized as "other air space" by the Aviation Air Space <br />Policy Area. Policies on the protection of the community's air space <br />are not applicable. There are currently no existing or planned aviation <br />facilities within the City of Hugo. However, the City is responsible for <br />airspace protection in order to reduce hazards to air travel within the <br />region. The closest airports to Hugo are: <br />• Forest Lake Airport, approximately 2 miles north of Hugo <br />• Surf -Side Seaplane Base, approximately 5 miles west of Hugo <br />• Lake Elmo Airport, approximately 11 miles southeast of Hugo <br />• Anoka County — Blaine Airport, approximately 9 miles west of <br />Hugo <br />• Benson Airport — White Bear Township, approximately '/z miles <br />south of Hugo <br />Given the distance to the nearest airports, there are no radio beacons <br />or other air navigation aids located in off -airport locations in Hugo. <br />The City has no existing structures of 200 feet or more in height and <br />has no plans to permit such structures in the future. Any person or <br />organization who intends to sponsor the construction or alteration of a <br />structure affecting navigable airspace as defined in Federal Regulation <br />Title 14; Part 77 needs to inform the Federal Aviation Agency (FAA) of <br />the project. This notification is accomplished through the completion <br />and submittal to FAA of Form 7460-1, Notice of Proposed Construction <br />or Alteration. In Hugo, this requirement applies to any construction or <br />O 2040 COMPREHENSIVE PLAN UPDATE <br />alteration exceeding 200 feet above ground level. The City's zoning <br />code allows a maximum structure height of 75 feet; therefore, it is <br />unlikely that any structures in the City will require FAA notification. <br />Hugo is located outside the critical and protection air space areas <br />as well as airport search areas. Issues related to aircraft noise are, <br />therefore, not applicable to the City. However, the City will encourage, <br />as necessary, compliance with FAA and Metropolitan Council <br />requirements concerning visual and/or electronic interference with <br />airport communications, air traffic operations, and other aviation land - <br />use capability guidelines. <br />Seaplane operations are permitted on Oneka Lake and on Bald Eagle <br />Lake. <br />Heliports <br />No helicopter landing facilities currently exist or are planned in Hugo. <br />If a heliport facility is proposed in the City, the City will utilize the <br />Metropolitan Council's model heliport ordinance to assist in responding <br />to heliport proposals and to provide a basis for appropriate land -use <br />controls. <br />DRAFT Dec14-17 <br />for review only <br />DRAFT Dec14-17 <br />for review only <br />Pr -1 <br />L J <br />TRANSPORTATION 199 <br />
