DRAFT Dec14-17 <br />for review only <br />It is the policy of the City of Hugo to provide the following to all <br />customers receiving water from the City's water distribution system: <br />Water Quality: Provide the highest quality potable water to meet <br />the domestic needs of the community. <br />• Water System: Provide a distribution system which provides <br />adequate pressure for domestic uses and for fire protection, <br />and extend the mains and hydrants for future developments <br />consistent with provisions of the Comprehensive plan. <br />Conservation: Promote conservation in using the City's water to <br />achieve system efficiency and to reduce costs. <br />The purpose of this study is to provide the City with an updated plan to <br />serve future development and to identify existing system facilities and <br />deficiencies. In addition, a number of conservation and emergency <br />response procedures will be identified as part of this comprehensive <br />plan, particularly as they relate to the North & East Metro Groundwater <br />Management Area (NE GWMA). <br />2040 COMPREHENSIVE PLAN UPDATE <br />Scope <br />This study incorporates the population projections from the <br />Metropolitan Council's Local Planning Handbook to project water <br />system demands within the 2040 MUSA boundary line. The potential <br />2040 service area was defined as areas that can be feasibly served <br />by the City's water supply system in the future and was based on the <br />current Land Use Plan prepared for the City's 2018 Comprehensive <br />Plan. The 2040 service area for the City is considered to be the full <br />build -out of the proposed 2040 urban service area, generally defined <br />as the western half of the community. Based on the 2040 service <br />area, a trunk water main system, including storage and well supply <br />capacities, was defined. The future water service demands beyond <br />2040 for the eastern portion of the City were also estimated. Existing <br />and future water demands were calculated for the City based on the <br />historical data and population projections. Projected water system <br />demands were used to analyze the existing trunk system capacity and <br />size future trunk system facilities. <br />Future trunk improvements were defined with the intention that the <br />trunk system would serve the 2040 service area, as well as the <br />eastern portion of the City outside the 2040 MUSA boundary. An <br />approximate layout of potential 2040 trunk system improvements is <br />provided.
