4. Total Per Capita Demand: The total per capita water demand in <br />the City of Hugo has fluctuated over the last ten years. Over the <br />long term, it shows a slight decreasing trend. This trend is likely <br />due to increased enforcement of lawn watering restrictions and the <br />recent implementation of water reuse projects. <br />5. Peak Demand Ratio: In the last five years, the City of Hugo's <br />average maximum day to average day ratio was 3.4. The DNR <br />recommends a peak ratio goal of 2.6. The City has implemented, <br />and strictly enforces, an odd/even watering ban during all lawn <br />watering seasons. The goal of the watering ban is to reduce the <br />maximum day to average day demand ratio. The City has also <br />recently implemented several stormwater reuse projects, described <br />below, which are expected to lower the peak ratio. A slight <br />decreasing trend in this ratio has emerged since 2014, which may <br />be attributable to these reuse projects. <br />6. Rate Structure: The City has implemented a water utility rate <br />structure for all customer categories on a quarterly basis, and the <br />overall rate structure is included in Appendix 9-9. The volume <br />included in the base rate charge for residential customers is 15,000 <br />gallons; however, the City also charges based on the actual usage <br />by the customer (residential, institutional/commercial/industrial, and <br />irrigation). The charges assessed based on the actual water usage <br />is a conservation rate structure, meaning that the rate per unit <br />increases as water use increases. This is also referred to as an <br />IHL 2040 COMPREHENSIVE PLAN UPDATE <br />increasing block rate. The increasing block rate is desirable from <br />a conservation standpoint as it promotes conservation awareness <br />to each individual customer. In addition, the water rates are <br />evaluated on a yearly basis. <br />7. Additional Strategies: The DNR has identified a number of <br />additional strategies that communities can use to reduce water <br />use and support wellhead protection planning. The City of Hugo <br />plans to continue implementing or begin to implement the following <br />programs: <br />• Prepare a Comprehensive Open Space Plan <br />• Adopt a Water Use Restriction Ordinance <br />• Adopt an Outdoor Lawn Irrigation Ordinance <br />• Implement a Stormwater Management Program <br />• Implement a Water Conservation Outreach Program <br />• Implement a Rebate Program <br />8. Tracking Success: The City of Hugo will continue to monitor its <br />per capita water use and its ratio of peak to average day demand. <br />Its per capita water use is already within the DNR's recommended <br />target, but its ratio of peak to average day demand is not. The City <br />will continue to monitor this ratio and pursue a decreasing trend <br />toward the peak ratio goal of 2.6. <br />DRAFT Dec14-17 <br />for review only <br />DRAFT Dec14-17 <br />for review only <br />Stormwater Reuse <br />One particular water conservation goal and initiative of the City of <br />Hugo is stormwater reuse, for which the City has already implemented <br />several systems. These systems draw stormwater from storage <br />ponds for irrigation which would otherwise discharge to nearby surface <br />waters. These projects have the benefits of improving the water <br />quality of the City's surface waters by reducing stormwater runoff and <br />reducing the burden on the potable water supply system for irrigation. <br />The existing project sites include the Oneka Ridge Golf Course, <br />Beaver Ponds Park, and Water's Edge development. Together these <br />projects reduce groundwater demand in the City by approximately <br />80 million gallons per year. Several new reuse systems are already <br />included in the development plans for the coming years, and the City <br />will continue to identify and pursue stormwater reuse opportunities for <br />existing development.
