Federal Emergency Response Plan Section 1433(b) of the Safe Drinking Water Act as amended by the Public Health Security and Bioterrorism Preparedness and Response Act of 2002 (Public Law 107-188, Title IV — Drinking Water Security and Safety) requires community water suppliers serving over 3,300 people to prepare an Emergency Response Plan. The City of Hugo has completed a Federal Emergency Response Plan and submitted the required certification to the U.S. Environmental Protection Agency. The following information supplements and summarizes the information contained in that document and this information is specific to the City's existing water system, including the allocation and demand reduction procedures and enforcement. DRAFT Dec14-17 for review only Operational Contingency Plan An operational contingency plan that describes measures to be taken for water supply mainline breaks and other common system failures, as well as routine maintenance, is recommended by the State Department for all utilities. The City of Hugo's water utility currently has an operational contingency plan. A contact list for contractors and suppliers is included in a water emergency telephone list included in Appendix 9-5.
