Triggers for allocation and demand reduction actions are defined by <br />the City of Hugo for implementing emergency responses, including <br />supply augmentation, demand reduction, and water allocation. <br />Examples of triggers can include the water demand in excess of <br />100% of storage capacity, the water level in the City's wells below a <br />certain elevation, etc. Each trigger should have a quantifiable indicator <br />and actions can have multiple stages such as mild, moderate and <br />severe responses. The following are triggers that the City of Hugo has <br />identified and are used for implementing emergency responses: <br />• Excessive Water Demand <br />• Storage Capacity (demand exceeding capacity) <br />• Well Pumps, or Wells Out of Service <br />• Loss of Production <br />• Water Main Break <br />• Governor's Executive Order — Critical Water Deficiency <br />(required by Statute) <br />Table 9-11 presents the primary quantitative triggers for implementing <br />water emergency procedures and the actions to be taken. System <br />failures are not included in the outlined triggers. Triggers may be <br />adjusted if equipment failures occur. Significant increases in demand should be <br />balanced with preventative measures to conserve supplies in the event <br />of prolonged drought conditions. <br />Notification procedures as designated by the City of Hugo include <br />methods that will be used to inform customers regarding conservation <br />requests, water use restrictions, and suspensions. The City's Public Works Director or his designee <br />shall be responsible for media notification and distribution of public <br />notices for a Public Works emergency. Other emergencies that involve <br />multiple agencies will be handled per the City's Emergency Operations <br />Plan.
