Existing Sanitary Sewer System Sanitary Sewer Service Area Typically, sanitary sewer systems consist of two elements: collection and treatment. Collection systems include sewer services, trunk sewer pipe, lateral sewer pipe, manholes, lift stations, and forcemains which collect the sewer flows from private residential, commercial, and industrial properties within the city. Treatment systems include the biological or chemical treatment in order to remove targeted contaminants from the wastewater. The City of Hugo's existing sanitary sewer system is a collection system only; the Metropolitan Council Environmental Services (MCES) provides treatment for Hugo's sanitary sewer flows. MCES is also responsible for major trunk facilities conveying wastewater across City boundaries to regional treatment facilities. All wastewater flows from the City of Hugo enter the MCES Interceptor system and are conveyed to the MCES Metropolitan Wastewater Treatment Plant (WWTP) located in the City of St. Paul, directly adjacent to the Mississippi River. The sanitary sewer service area is defined as the area from which wastewater flows are collected by the City's sewer system. The existing service area within the City of Hugo is comprised of approximately 3,600 gross acres which includes the lakes, wetlands, open park land, and road right-of-ways. This existing service area is shown in Map 10-1. Nineteen sanitary sewer service districts were developed within the City boundaries based on the connection points to the MCES Interceptor. These districts are further subdivided into smaller Sub -districts based on trunk gravity service and lift station service areas that were used to develop design flows and size trunk facilities. The existing service area is partially developed within several districts. The Sewer Districts and Sub -districts are shown in Map 10-2.
