Chapter 2 <br />11 <br />ISO sonu�. <br />--MEN <br />1'1 <br />Community Background <br />The purpose of the background chapter is to provide a snapshot <br />of existing conditions within the City of Hugo. The comprehensive <br />planning process is most successful when current conditions are well <br />documented and understood by all decision makers and planning <br />participants. This chapter was prepared with the aid of City Staff. This <br />chapter includes an analysis of historical trends, but focuses on the <br />time since the adoption of the last comprehensive plan in 2008 which <br />will identify current development, growth and land use trends in the <br />community. <br />
