Minutes for the Planning Commission Meeting of Thursday, May 25, 2017 <br />Chair, Kleissler called the meeting to order at 7:09 p.m. <br />PRESENT: Arcand, Kleissler, Knauss, Lessard, McRoberts, Tjernlund, Rosenquist. <br />ABSENT: None. <br />STAFF: Rachel Juba, Planner <br />Rachel Leitz, Community Development Assistant <br />Approval of Minutes for the Planning Commission Meeting of April 27, 2017 <br />Commissioner Knauss made a motion, seconded by Commissioner McRoberts, to approve minutes for the <br />meeting of April 27, 2017. <br />All Ayes. Motion carried. <br />Swimming Pool Ordinance <br />Leitz presented on the pool ordinance. She stated that the City does not have an official ordinance related to <br />swimming pool requirements and has been following building code requirements and setbacks related to <br />accessory structures when swimming pools are submitted for review. In discussions with residents and pool <br />installers, the City's requirements didn't accommodate for a reasonably sized pool. Because of this, the City <br />was approached by residents who wanted to discuss the variance process to accommodate their swimming <br />pools. Leitz stated that the Ordinance Review Committee (ORC) and City Council approved staff to prepare a <br />swimming pool ordinance for consideration. Leitz stated that the City's swimming pool ordinance provides <br />requirements related to building code and special provisions for property line setbacks, noise making <br />mechanical equipment, and permit submittals in one location. Leitz discussed the proposed swimming pool <br />ordinance including the three regulated swimming pools and property line setbacks. She stated that the <br />swimming pool ordinance will be in effect for all swimming pools constructed or installed subsequently to the <br />adoption of the ordinance. Staff recommended the Planning Commission open the public hearing and receive <br />comments from the public. Staff recommended approval of the swimming pool ordinance. <br />Chair Kleissler opened the public hearing at 7:21 pm. <br />No one was in the audience. <br />Chair Kleissler closed the public hearing at 7:22 pm. <br />Commissioner Tjernlund asked if there was a way to reduce the setbacks for noise making mechanical <br />equipment if the applicant could show that they are further limiting noise from these units. <br />Leitz stated that staff would look further research the setback requirement for noise making mechanical units <br />and see if there could be anything added to help further accommodate residents. <br />Commissioner McRoberts made a motion, seconded by Commissioner Tjernlund, to recommend approval of <br />the swimming pool ordinance. <br />All Ayes. Motion carried. <br />
