G.28 Approve Decommissioning Escrow Agreement for Fast Sun4, LLC Regarding the 1651 Street Solar Farm At its October 1, 2018, meeting the City Council approved an Interim Use Permit (IUP) for a solar farm located north of 165th Street North and west of Henna Avenue North. The IUP states that that the applicant, FastSun 4, LLC, shall deposit cash in the amount of $134,267 into an escrow account with the City. The escrow account would be used in the event that the City would need to remove the solar farm and complete site restoration if the applicant fails to do so per its decommissioning plan. If the applicant removes the solar farm per the decommissioning plan, the escrow money would be reimbursed to the applicant. The agreement outlines how the escrow account would be maintained and used. Staff recommends the City Council approves the escrow agreement, subject to City Attorney review and approval. G.29 Approve Hugo Fire Department Administrative Captain Job Description Included in the 2019 budget is a part-time/paid on -call Administrative Captain position for the Hugo Fire Department with an annual salary of $2,750. This will replace the administrative lieutenant position and not create a new position. Fire Chief Kevin Colvard has created a job description for this position and recommends Council approve the Administrative Captain job description. LA Update on the Yellow Ribbon Network Council Member Chuck Haas and Phil Klein will report to Council on the Yellow Ribbon Network activities held recently. M.1 Hugo Fire Department Annual Banquet on Saturday, January 26, 2019 The City Council has been invited to attend the Hugo Fire Department Annual Banquet on Saturday, January 26, 2019. The event will be held at the Hugo American Legion from 6-9 p.m. Staff recommends Council schedule this as a meeting if they wish to attend. M.2 Council Meeting Cancelled for Monday, January 21, 2019 The second Council meeting in the month of January falls on the Martin Luther King Holiday. At the December 17, 2018, meeting, Council cancelled the January 21, 2019 Council meeting. M.3 Council Goal Setting Session on Tuesday, January 22, 2019 The Council has scheduled their annual goal setting session for Tuesday, January 22, 2109. The meeting will take place in the Council Chambers at 5:00 p.m. N. Adiournment
