VI. FINDINGS OF REVIEW AND ANALYSIS OF TMDLS <br />The GIS and P8 modeling results were analyzed and interpreted taking into consideration <br />the requirements of the TMDLs for Hardwood Creek, Bald Eagle Lake, and <br />Peltier/Centerville Lake. The findings of this analysis as it relates to potential City <br />activities are summarized below: <br />Hardwood Creek TMDL <br />• TMDL requires reducing existing total suspended solids concentrations <br />from 22 milligrams/liter to 19 milligrams/liter. <br />• TMDL anticipates 6% reduction in BOD and a 4 % reduction in TSS. <br />• Target reductions should be achieved through proposed in -channel <br />improvements. <br />• City anticipates complying with target requirements in the future by <br />implementing RCWD permit requirements as land develops or redevelops. <br />Bald Eagle Lake TMDL <br />• TMDL target is a 38% reduction in existing total phosphorus (TP) from <br />the watershed tributary to Bald Eagle Lake. <br />• TMDL anticipates that if TP concentration from external load is limited to <br />177 micrograms/liter, the 38% reduction can be achieved. <br />• 3,523 acres within the City of Hugo is tributary to Bald Eagle Lake. <br />• Based on P8 modeling, the total phosphorus yield from Clearwater and <br />Hardwood Creek watersheds ranges from .40-.51 pounds per acre per year <br />and the total phosphorus concentration ranges from .37-.40 <br />milligrams/liter. <br />• City anticipates working towards target reduction through the <br />implementation of Rice Creek Watershed District rules for land that <br />develops or redevelops, enhancing existing stormwater BMPs, <br />implementing new regional BMPs. <br />Centerville and Peltier Lake TMDL <br />TMDL anticipates a need to reduce external phosphorus load between 46- <br />62 %. <br />Target waste load allocation for the City of Hugo is estimated to range <br />from 514 pounds (62% reduction) to 725 pounds (46% reduction). <br />Daily waste load allocation is estimated to range from 4.2-5.9 pounds per <br />day. <br />CIP for Storm Water Projects Within the City of Hugo <br />City of Hugo, MN <br />WSB Project No. 1687-85 <br />Page 16 <br />
