Project Number: 19 <br />Project Priority: High <br />Abbreviated Description of Project/BMP: <br />Pump excess stormwater runoff volume from Bald Eagle <br />Lake, remove phosphorus from the water through the <br />utilization of a flocculation treatment system and then <br />convey it to White Bear Lake. <br />Full Description of Project: <br />This project consists of building a system to pump water <br />from Bald Eagle Lake when the lake is overflowing into <br />Clearwater Creek, treat this water through the use of a <br />flocculation treatment system so that phosphorus <br />concentration levels are near detection limits (less than <br />40 ppm) and then convey this water to the south into <br />White Bear Lake. This project would have multiple <br />benefits including the runoff volume and pollutant load <br />discharged downstream to the Peltier/Centerville Lake <br />System, add water to White Bear Lake, and remove <br />internal phosphorus load within Bald Eagle Lake. As a <br />result, the quality of water in Bald Eagle Lake, <br />Peltier/Centerville Chain of Lakes, and White Bear Lake <br />can be improved as well as increasing the water levels in <br />White Bear Lake. <br />Design Parameters: <br />Diversion/Water Re-Use/Lake Level Augmentation <br />Project Location: <br />Section 31, Township 31N, Range 21W and other <br />sections as deemed reasonable and practical. <br />Estimated Benefits: <br />• Fully address TMDL requirements for internal <br />load reduction in Bald Eagle Lake <br />• Significantly reduce phosphorus load to <br />Peltier/Centerville Lake <br />• Add between 6-inches and 1-foot to White Bear <br />Lake in a given year <br />Estimated Capital Cost: <br />$2,000,000 - $3,000,000 <br />Estimated Annual Cost: <br />$150,000 <br />Estimated Cost per Pound of Phosphorus <br />$1,000/per pound <br />Removed: <br />Estimated Cost per Acre-ft. of Volume <br />$1,000/per acre foot <br />Removed: <br />k:\01687-85\admin\doc5\Potential projects 050911.docx <br />
