Effective April 28, 2015 Chapter Four Subsurface Sewage Treatment System Regulations <br />(B) SSTS constructed in wellhead protection areas regulated under Minnesota Statute, chapter <br />103I; and <br />(C) SSTS serving food, beverage, and lodging establishments that are required to obtain a <br />licenses under Minnesota Statutes, section 157.16, subdivision 1, and Washington County <br />Ordinance No. 145 or 146, and includes manufactured home parks and recreational camping <br />areas licensed according to Minnesota Statutes, chapter 327 and Washington County <br />Ordinance No. 147. <br />(123) TN. "TN" means total nitrogen, which is the measure of the complete nitrogen content in <br />wastewater, including nitrate (NO3_), nitrite (NOZ ), ammonia (NH3), ammonium (NH4+), and <br />organic nitrogen, expressed as mg/L. <br />(124) TP. "TP" means total phosphorus, which is the sum of all forms of phosphorus in effluent, <br />expressed in mg/L. <br />(125) Ten-year flood. "Ten-year flood" means the flood which can be expected to occur, on an average, <br />of once in ten years, or the elevation to which flood waters have a ten percent chance of rising in <br />any given year. <br />(126) Toilet waste. "Toilet waste" means waste commonly disposed of in toilets, including fecal matter, <br />urine, toilet paper, and water used for flushing. <br />(127) Toilet waste treatment devices. "Toilet waste treatment devices" means other toilet waste <br />apparatuses including incinerating, composting, biological, chemical, recirculating, or holding <br />toilets or portable restrooms. <br />(128) Topsoil. "Topsoil" means the natural, in -place organically enriched soil layer with a color value of <br />less than 3.5 using the Munsell Soil -Color Charts. <br />(129) Topsoil borrow. "Topsoil borrow" means a loamy soil material having: <br />(A) less than five percent material larger than two millimeters, No. 10 sieve; <br />(B) no material larger than 2.5 centimeters; <br />(C) a moist color value of less than 3.5 using the Munsell Soil -Color Charts; and, <br />(D) adequate nutrients and pH to sustain healthy plant growth. <br />(130) Total suspended solids or TSS. "Total suspended solids" or "TSS" means solids that are in <br />suspension in water and that are removable by laboratory filtering, expressed as mg/L. <br />(131) Trench. "Trench" means a soil treatment and dispersal system, the absorption width of which is 36 <br />inches or less. <br />(132) Type I System. "Type I System" means a subsurface sewage treatment system that meets the <br />prescriptive design criteria in Section 17 of this Chapter, and includes trenches, pressure beds, <br />mounds and at grade systems with no pre-treatment ahead of the soil treatment area. <br />(133) Type II System. "Type 11 System" means a subsurface sewage treatment system that meets the <br />prescriptive design criteria in Section 18 of this Chapter, and includes systems in a floodplain with <br />no pre-treatment ahead of the soil treatment area, holding tanks, and privies. <br />(134) Type III System. "Type III System" means a subsurface sewage treatment system that meets the <br />standards in Section 19 of this Chapter and does not require pre-treatment ahead of the soil <br />treatment area, and is put on a site with less than ideal soil conditions, such as soil that has been <br />compacted, cut, filled or otherwise disturbed. Type III systems include Graywater Systems as <br />described in Section 19.5 of this Chapter. <br />(135) Type IV System. "Type IV System" means subsurface sewage treatment system that meets the <br />standards in Section 20 of this Chapter and requires pre-treatment ahead of the soil treatment area, <br />due to high strength waste from the source or for reduced vertical separation, and uses a pre- <br />treatment device that is registered in accordance with Minnesota Rules, Chapter 7083.4030. <br />(136) Type V System. "Type V System" means a subsurface sewage treatment system that meets the <br />standards in Section 21 of this Chapter and requires pre-treatment ahead of the soil treatment area <br />and uses a pre-treatment device that is not registered in accordance with Minnesota Rules, Chapter <br />7083.4030. <br />18 Washington County Development Code <br />
