Effective April 28, 2015 Chapter Four Subsurface Sewage Treatment System Regulations <br />SECTION 6 PERMITS <br />6.1 Building Permit requirements. <br />No construction shall be allowed by any local unit of government until the permit required for the subsurface <br />sewage treatment system has been issued. <br />6.2 Compliant system or permit issued. <br />No additions, enlargements, improvements, or remodeling involving fifty (50) percent or more of the structure, or <br />alterations that would affect the water use, such as bedrooms, bathrooms or additions to living space (excluding <br />such areas as screen porches, entry ways, decks, attics, patios, nonhabitable storage space) shall be allowed until the <br />subsurface sewage treatment system has been determined to be both adequate and conforming or a permit for a new <br />treatment system has first been issued. <br />6.3 Permit required. <br />Permits shall be required for subsurface sewage treatment systems in the following instances: <br />(1) All new installations of sewage tanks, soil dispersal and treatment areas, and components thereof, <br />(2) All repair, extension, replacement or modification of existing systems and components; or <br />(3) Any change in use of a facility served by a subsurface sewage treatment system. <br />6.4 Permit application. <br />Permit applications shall be made in writing on forms provided by the Department and shall contain data, including, <br />but not limited to, to be considered a completed permit application: <br />(1) Correct legal description of the property, including Property Identification Number or GEO Code; <br />(2) Site plan, drawn to scale, showing the location of all proposed and existing structures, property <br />lines, water supply wells within 100 feet, terrain features, such as blufflines, water bodies or water <br />ways, buried utilities, easements, and other unique features of the site; <br />(3) Soil test date, including soil boring logs, percolation test data with field notes (where required) and <br />location and identification of test area. <br />(4) Plans and details of the proposed installation of work, including engineering data and final design. <br />(5) Building plans showing existing and proposed room arrangement and uses. <br />(6) For other than dwellings, calculated or measured water use rates, occupancy and occupant load. <br />(7) Where deemed necessary, a property survey may be required identifying corners and lines and <br />other items such as elevations, contour lines, ordinary high water levels, and ten (10) year and one <br />hundred (100) year flood elevations as applicable. <br />(8) Evidence of compliance with state or other jurisdiction regulations where applicable. <br />(9) A management plan for the proposed system, as described in Section 22.1. <br />(10) A site grading plan. <br />6.5 Site plan required. <br />No permit will be issued until a detailed system design is submitted for the current proposed construction, including <br />site plan, a management plan and current soil observations. If previous soil observations have been conducted and <br />meet this Chapter, and there is no reason to believe the soil conditions have changed, those soil observations may be <br />used for the design of the proposed SSTS. <br />6.6 Permit time limit. <br />Permits shall be valid upon issuance and shall continue for a period of one (1) year. After one (1) year, the permit <br />may be renewed if no changes are proposed. Such renewal shall require reapplication and payment of the <br />established fee. <br />27 Washington County Development Code <br />
