Effective April 28, 2015 Chapter Four Subsurface Sewage Treatment System Regulations <br />SECTION 7 OPERATING PERMITS <br />7.1 Operating permit required. <br />Operating permits are required for the following systems: <br />(1) Type IV Systems <br />(2) Type V Systems <br />(3) All MSTS <br />(4) Food, Beverage and Lodging Establishments that discharge high -strength waste to the soil <br />treatment area. <br />7.2 Operating permits issued. <br />Operating permits will be issued by the Department. <br />7.3 Operating permit criteria. <br />Operating permits may include: <br />(1) Maintenance requirements, including frequency of maintenance; <br />(2) Operational requirements; <br />(3) Monitoring requirements; <br />(4) Compliance limits and compliance boundaries; <br />(5) Reporting frequency; <br />(6) A requirement that the permittee notify the Department when permit requirements are not met. <br />Corrective actions must be taken as directed by the Department; <br />(7) Disclosure of the location and condition of the additional soil treatment and dispersal system; and <br />(8) A stipulation of acceptable and prohibited discharges. <br />(9) Any other requirement determined by the Department to be necessary to ensure that public health <br />and the environment are being adequately protected. <br />7.4 Operating Permits <br />SSTS for which an operating permit has been issued, must be operated in accordance with the operating permit. <br />7.5 MSTS Maintenance <br />MSTS and other establishments must be maintained this Section 22. <br />7.6 Grease Interceptors. <br />All external grease interceptors must be routinely inspected to determine the volume of grease present. All external <br />grease interceptors must be properly maintained to prevent clogging of downstream piping and system components. <br />7.7 Operation and Maintenance Manual. <br />For all MSTS constructed after the effective date of this Chapter, the designer must complete an operation and <br />maintenance manual and the manual must be submitted to the Department or the local unit of government before <br />system operation. The manual shall include a copy of the plans and specifications, as -built drawings of the system, <br />and information to properly operate the system. <br />7.8 Groundwater Monitoring. <br />Groundwater shall be monitored in accordance with Section 11. <br />7.9 Noncompliance. <br />Any operational noncompliance must be immediately corrected and reported by the owner or service provider to the <br />Department. <br />29 Washington County Development Code <br />
