Effective April 28, 2015 Chapter Four Subsurface Sewage Treatment System Regulations <br />SECTION 23 LAND APPLICATION OF SEPTAGE <br />23.1 Allowed Septage Application <br />This section applies to land application domestic septage only. <br />23.2 Permits and Licenses Required <br />(1) A Permit from this Department is required for each parcel of land to which septage is applied. <br />(2) Land spreading must be conducted by a licensed maintainer business. <br />23.3 Permit Application <br />(1) An application for a Permit to land apply septage on a specific parcel of land shall made to the <br />Department on forms provided by the Department. At a minimum the application must contain the <br />following information:The geocode for the proposed receiving site; <br />(2) The name and address of the landowner; <br />(3) A signed copy of the agreement with the landowner for land application on the specified parcel of <br />land; <br />(4) A map to scale of the parcel showing the exact location within the parcel where land application is <br />being proposed; <br />(5) Soils information at each land application site. Soil information shall include soil observation logs <br />and a soil survey map of each site; <br />(6) Information regarding the nutrient suitability for land application of the proposed site, including <br />current soil nutrient levels and proposed nutrient loading rates; <br />(7) Information regarding the drainage, slope, absorption rates, and separation distance from saturated <br />soil conditions, bedrock, or other restrictive layer of the proposed site. <br />(8) The proposed application rates, volumes of septage to be applied, method of application, <br />incorporation, date(s) of application and limiting conditions to application; <br />(9) The cover crop and/or proposed cropping information; <br />(10) A description of the pathogen and vector control methods to be used; <br />(11) A description of how public access to the site will be controlled; <br />(12) Documentation from the local unit of government indicating that the proposed activity is allowed. <br />23.4 Duration of Permit <br />A Permit shall be valid for a period of no longer than two years from the date of issuance. <br />23.5 Maximum Volume <br />The maximum volume of septage that can be applied to each acre of land in each land application site must be <br />determined using the following equation: <br />AAR=N/0.0026 <br />Where: <br />AAR = Annual Application Rate in gallons per acre per 365 days <br />N = amount of Nitrogen in pounds per acre per 365 days needed by the crop or vegetation to be grown on <br />the land <br />The maximum allowable volume of domestic septage shall also take into account any nitrogen fertilizer applied in <br />association with the septage. <br />82 Washington County Development Code <br />
