1. EXECUTIVE SUMMARY <br />1.1. Water Resource Management Plan purposes <br />The City of Hugo's Water Resource Management Plan (plan, City plan, local plan, WRMP) is a <br />local management plan that meets the requirements of Minnesota Statutes 103B.235, <br />Minnesota Rules 8410, the Rice Creek Watershed District (RCWD) Watershed Management <br />Plan (adopted January 4, 2010 and amended November 9, 2016) the Brown's Creek <br />Watershed District's Fourth Generation Watershed Management Plan (adopted October 12, <br />2016),the Carnelian -Marine -St. Croix Watershed District Rules (dated March 1, 2010,), and <br />Washington County Groundwater Plan (adopted September 23, 2014). <br />Minnesota Statute 103B.201 states that the purposes of the water management programs are <br />to: <br />• Protect, preserve, and use natural surface and groundwater storage and retention systems; <br />• Minimize public capital expenditures needed to correct flooding and water quality problems; <br />• Identify and plan for means to effectively protect and improve surface and groundwater <br />quality; <br />• Establish more uniform local policies and official controls for surface and groundwater <br />management; <br />• Prevent erosion of soil into surface water systems; <br />• Promote groundwater recharge; <br />• Protect and enhance fish and wildlife habitat and water recreational facilities; and <br />• Secure the other benefits associated with the proper management of surface and <br />groundwater. <br />The Hugo Water Resource Management Plan addresses these purposes. <br />1.2. Water Resource Management Responsibilities and Related <br />Agreements <br />The City of Hugo has entered into a Memorandum of Understanding (MOU) with the Rice Creek <br />Watershed District to administer RCWD Rules C, D, E, and F. This MOU will be renewed as <br />required to maintain permitting authority for those rules specified previously. The City serves as <br />the Local Governing Unit (LGU) for the Wetland Conservation Act (WCA). The City has also <br />entered into a separate MOU with the RCWD to administer minor maintenance on the <br />Washington Jurisdictional Ditch (JD 2). This MOU was renewed in 2017 to extend to 2021. The <br />City has not entered into any other water resource management related agreements with its <br />neighboring cities, Washington County, Brown's Creek Watershed District, Carnelian -Marine -St. <br />Croix Watershed District, or the State of Minnesota. <br />The City of Hugo is responsible for construction, maintenance, and other projects in or along the <br />City's stormwater management systems (i.e., ponds, pipes, channels) that are not considered <br />part of RCWD's public drainage system. <br />SECTION 1 ' . • <br />
