The northeast corner of Hugo is part of the Carnelian -Marine St. Croix Watershed and <br />surface flows to the east to May Township. The southeast corner of Hugo is part of the <br />Brown's Creek Watershed and surface flows south and east into May Township and the <br />City of Grant. Intercommunity flows will be monitored for these two watersheds as areas <br />develop. <br />2.7. Groundwater <br />Various agencies are responsible for groundwater management and protection. The DNR <br />regulates groundwater usage rate and volume as part of its charge to conserve and use the <br />waters of the State. The Minnesota Department of Health (MDH) is the official State agency <br />responsible for addressing all environmental health matters, including groundwater protection. <br />The MPCA administers and enforces laws relating to pollution of the State's waters, including <br />groundwater. The Minnesota Geological Survey provides a complete account of the State's <br />groundwater resources. The RCWD serves an advisory and educational role in cooperating and <br />assisting the DNR, MDH, and the MPCA in their groundwater protection efforts. <br />The City of Hugo currently has six wells in service, which draw ground water from the Jordan <br />Aquifer. They are designated Well No. 1, Well No. 2, Well No. 3, Well No. 4, Well No. 5, and Well <br />No. 6. Locations of the wells are identified in Figure 9, Appendix A. Well No. 2 serves the <br />southern water system and is located west of Trunk Highway 61 and south of County Road 8. <br />Well No. 3 and Well No. 4 serve the northern water system. Well No. 5 along Oneka Parkway <br />serves the northern water system. Well No. 6 was completed in 2013 and serves the southern <br />portion of the water system. <br />Groundwater studies which include the City of Hugo were completed or were in the process of <br />being completed during the time this WRMP was written. Those studies include the following: <br />• Washington County Groundwater Plan <br />• Minnesota DNR Draft Groundwater Management Program Strategic Plan <br />• USGS Groundwater and Surface -Water Interactions near White Bear Lake, Minnesota, <br />through 2011. <br />• Metropolitan Council Draft Water Resource Policy Plan. <br />• North and East Metro Groundwater Management Plan <br />• Groundwater Management and Planning Program Final Report <br />• City of Hugo Wellhead Protection Plan — Appendix G <br />The City's Wellhead Protection Plan identifies locations and strategies for managing Drinking <br />Water Supply Management Areas (DWSMAs) and Wellhead Protection Areas. These locations <br />are shown in Figure 10, Appendix A. <br />The North and East Metro Groundwater Management Area Plan was approved by the DNR in <br />2015 and included the City of Hugo in its analysis. The purpose of the plan is to identify <br />resources, especially groundwater, at risk due to growing demands of water supply due to <br />development. A statewide analysis of groundwater resources identified the north and east metro <br />region, including Hugo, as an area of concern. The City itself has many surface waters connected <br />to and affected by groundwater levels, as shown in Figure 11, Appendix A. As the City's <br />population and water use increase, these factors could affect groundwater levels and other <br />connected surface water features. This plan promotes water conservation and reuse, the <br />protection of surface waters and water quality, improving the groundwater appropriations <br />permitting process, and resolving any conflicts from coordination. <br />SECTION 2 ' . • <br />
