CITY OF HUGO WATER RESOURCE MANAGEMENT PLAN <br />1 •milli",ii <br />The City of Hugo contains several lakes that are capable of supporting a generally healthy fish <br />population. The major wildlife habitat classification for the City is Blue Stem Prairie Community. <br />This habitat supports many mammals, birds, shrubs, and herbs. <br />The DNR ecological and management classifications for lakes and streams in the City can be found <br />in Appendix C within the Water Management Ordinances. Other ecological information can be <br />found in the DNR County Biological Survey of Washington County. This information is incorporated <br />by reference and can be found in the Water Resource Library at City Hall. <br />2.11. Minnesota Land Cover Classification System <br />The entire City of Hugo has been categorized according to the Minnesota Land Cover <br />Classification System (MLCCS). Figure 14, Appendix A shows a map of the MLCCS areas <br />that have been classified as the following: <br />• Developed <br />• Planted or Cultivated Vegetation <br />• Forest <br />• Woodland <br />• Shrubland <br />• Herbaceous <br />• Water <br />2.12. NPDES Phase II <br />The MPCA implemented the National Pollutant Discharge Elimination System (NPDES) Phase II <br />Stormwater Program in March 2003. Phase II requires Municipal Separate Storm Sewer Systems <br />(MS4s) to obtain an NPDES permit. MS4s designated by rule are urban areas with populations <br />over 10,000 or urban areas with populations greater than 5,000 with the potential to discharge to <br />valuable or polluted waters. Permits for construction sites greater than one acre will also be <br />required as part of Phase II. <br />As an MS4, the City will be required to implement the following six minimum control measures: <br />1. Public Education and Outreach <br />2. Public Participation/Involvement <br />3. Illicit Discharge Detection and Elimination <br />4. Construction Site Stormwater Runoff Control <br />5. Post -Construction Stormwater Management <br />6. Pollution Prevention/Good Housekeeping for Municipal Operations <br />A new MS4 permit was signed in 2014. For more information on the MS4 Permit requirements <br />refer to www.pca.state.mn.us. Refer to Appendix B for a copy of the City's MS4 SWPPP (Storm <br />Water Pollution Prevention Plan). <br />SECTION 2 ' . • <br />
