Erichson, WSB & Associates <br />Date: February 28, 2019 <br />Re: WSB Project No. 10892-00 <br />As previously directed, staff has developed construction plans and specifications for the <br />reconstruction of 130th Street from Highway 61 to Goodview Avenue. As part of the design, a <br />roundabout is planned 130th Street at Flay Avenue along with a pedestrian trail on the north side <br />of 1301h Street. <br />Easement acquisition needs have been identified in the SE and SW quadrants of 130th Street and <br />Flay Avenue to accommodate the construction of this roundabout. Staff has met with the <br />property owners and Beaver Ponds Association representatives regarding the project and have <br />agreed to the compensation values previously authorized by City Council and summarized below: <br />$ 6,650.00 - Parcel 1 — David and Julie Johnson — PID #32.031.21.22.0022 <br />$ 8,850.00 — Parcel 2 — Beaver Ponds — PID #32.031.21.21.0003 <br />Staff has also identified easement needs at the east end of 130th Street to allow for the <br />realignment of 1301h Street to connect with Goodview Avenue at a right angle as the intersection <br />is currently skewed. Staff has also been meeting with this property owner to discuss the project <br />and identify any concerns with the project. <br />On behalf of WSB & Associates, I am requesting that the City Council approve a resolution <br />authorizing an increased offer (from $17,100 to $25,100) based on negotiation with the property <br />owner to acquire the property areas needed for the 1301h Street project. The proposed increased <br />offer is due to the reduction in the initial appraised offer that reduced the offer for land received <br />back with the removal of the roadway.
