City Response: The City of Hugo discussed this issue with Metropolitan Council planning staff (in an August 30, 2018 <br />meeting with Metropolitan Council staff, an October 23, 2018 email from Rachel Juba to Lisa Barajas confirming the <br />strategy and approval of this approach from Corrine Wendell in a November 7, 2018 email). In the 2040 Comprehensive <br />Plan, we acknowledge the Metropolitan Council 2040 forecast and state we are using the previous forecasts (2030, <br />population of 40, 000) because the Metropolitan Council and the City have committed to property owners certain land use <br />designations and to be eligible for municipal sewer and water by being the MUSA. <br />Summary of Comments for Completeness: The Plan states that the City "anticipates continued growth in the <br />community and will plan to serve" the higher forecasts. The Plan does not, however, provide evidence that the City <br />will likely grow at a faster rate than the Council's adopted forecasts. We also note that the Plan also does not appear <br />to address the discrepancy between the City's 2020 employment forecast of 2,600 and recent estimates, which are <br />higher. <br />City Response: See response above. The City of Hugo has discussed this issue at length with Metropolitan Council <br />planning staff. <br />Summary of Comments for Completeness: While the City may plan for growth beyond its official Metropolitan <br />Council forecasts, it should do so in manner that is consistent with Council adopted forecasts. All land use <br />and infrastructure planning should consider additional growth to be post-2040. Alternatively, the City can <br />propose higher forecasts, accompanied by evidence of the likelihood of higher growth rates. The City can also <br />amend its Plan in the future if it experiences growth rates that suggest the need for higher forecasts. <br />City Response: See response above. The City of Hugo has discussed this issue at length with Metropolitan Council <br />planning staff. <br />Summary of Comments for Completeness: The Comprehensive Sanitary Sewer Plan needs to include forecasts of <br />sewered households and employment for years 2020, 2030, and 2040. Table 11-7 should contain sewered <br />household and employment forecasts for each of the decades of 2020, 2030, and 2040. Sewer planning should <br />consider growth beyond official Council forecasts to be post-2040. <br />City Response: See response above. The City of Hugo has discussed this issue at length with Metropolitan Council <br />planning staff. <br />Summary of Comments for Completeness: The Comprehensive Water Supply and Distribution Plan, including the water <br />demand forecasts (Table 9-4), are inconsistent with Metropolitan Council forecasts. Water supply planning should <br />consider growth beyond official Council forecasts to be post-2040. <br />City Response: See response above.
