City Response: The plan was updated to include this table. <br />Summary of Comments for Completeness: On page 52, the City's Growth Management Policies describes accommodating a rolling <br />five- year average of 420 new residential units per year. The section further describes that the MUSA will be expanded in an orderly, <br />contiguous, and sequential manner. The City is likely aware that there are no plans to further expand the MUSA for the planning <br />horizon, as the forecasted level of growth can be more than accommodated by existing MUSA in the City. The City may be referring <br />to its own local urban service area. <br />City Response: The Councils assumption is correct. The City of Hugo amended the language for clarity. <br />Summary of Comments for Completeness: While the Plan articulates the principles of orderly and contiguous <br />development, it does not provide geographic and tabular detail to illustrate and document planned future <br />development. <br />City Response: The City of Hugo has not and does not intend to adopt a staging plan or revise the MUSA boundary. <br />Growth management is as outlined in the plan. <br />Summary of Comments for Completeness: The MUSA area within the City accommodates more than the forecasted <br />growth for the City. The Plan should map likely 10-year staging areas and quantity the numerical impact of growth <br />consistent with Metropolitan Council's 2040 forecasts. These should include areas that are currently within the City's <br />local urban service area (i.e., infill development) as well as areas currently zoned as Future Urban Service. The <br />City's 2040 Sanitary Sewer System Map identifies the location of future sanitary service lines throughout the entire <br />Future Urban Service area. <br />City Response: The City of Hugo revised the growth management policy to explicitly state that we discourage leap frog <br />development and we will monitor the growth in a manageable way. The City also strengthened the growth management <br />section. We also explicitly state that the extension of utilities is development driven. <br />• Evaluate the capacity in sewer system at serve the 2030 forecast per what is required by the Metropolitan Council <br />for the Comprehensive Plan. <br />• State that we have capacity and are able to serve approximately 420 units per year, but the Metropolitan Council's <br />forecast were approximately 346 units per year, therefore the City will use a rolling average over 5 year increments <br />provided the annual residential permits does not exceed 420 units. <br />• Strengthen our sewer plan to talk about how sewer districts depend on another. Sequencing of the sewer <br />extensions. <br />• This does not have an impact on the Metropolitan Council system. <br />Summary of Comments for Completeness: It is appropriate for the City to consider the future build -out of the MUSA. <br />However, the Plan should identify and quantify staging areas that are consistent with current Council forecasts. Should <br />the pace of development accelerate and exceed Council forecasts, the City can amend its forecasts and staging plans. <br />City Response: As agreed to in prior discussions with Metropolitan Council staff, the City has not and does not intend to adopt a <br />staging plan or revise the MUSA boundary. Growth management is as outlined in the plan. <br />Summary of Comments for Completeness: On page 53, Table 3-1 2040 Land Use identifies each guiding land use, the <br />"developable acres" and "percent of total developable land in the City." There is no context for this table nor is it clear <br />what constitutes "developable." The table should identify what areas were netted out of this calculation.
