Hugo City Council Meeting Minutes for March 4, 2019 <br />Page 7 of 9 <br />Public Hearing on Vacation of Easement for Oneka Place <br />Community Development Director Rachel Juba explained the applicant was requesting a <br />vacation of the existing drainage and utility easement located over Outlot H and all lots <br />contained in Block 5, Oneka Place. Outlot H and the lots would be replatted for the <br />development of Oneka Place 2nd Addition. New drainage and utility easements would be <br />placed on the lots at the time the final plat is recorded. She stated that staff was <br />comfortable with the applicant's requests to vacate these easements and recommend <br />Council hold the public hearing and approve the notice to vacate the drainage and utility <br />easements. <br />The Mayor opened the public hearing. After receiving no comments, the Mayor closed the <br />public hearing. <br />Klein made motion, Miron seconded, to approve the notice to vacate the drainage and <br />utility easements located over Outlot H and all lots contained in Block 5, Oneka Place. <br />All Ayes. Motion carried. <br />Approve Plans and Specifications for the 1301h Street Improvement Proiect and Authorize <br />Advertisement for Bids <br />Mark Erichson explained the plans and specifications for the 130"' Street Improvement project <br />had been prepared as previously directed by City Council. The project would extend from <br />Highway 61 east to Goodview Avenue and consists of full reconstruction of the roadway with a <br />roundabout at Flay Avenue and an eight foot trail along the north side of 130th Street. Easements <br />from necessary property owners had been agreed upon. The bid opening would be scheduled for <br />April 30, 2019, at 10:00 a.m. with consideration of award anticipated to occur at the May 7, 2019 <br />City Council meeting. <br />Miron made motion, Klein seconded, to approve RESOLUTION 2019-12 APPROVING <br />PLANS AND SPECIFICATIONS AND ORDERING ADVERTISEMENT FOR BIDS FOR <br />THE ONEKA LAKE BOULEVARD AND HARROW AVENUE STREET IMPROVEMENT <br />PROJECT. <br />All es. Motion carried-J <br />on Proposed <br />Community Development Director Rachel Juba explained there were possible inconsistencies <br />between the State Statute and Hugo City Code in regard to residential facilities, such as the <br />definition and zoning provisions. It was in staff s opinion that the ordinance should be updated to <br />ensure compliance with State Statute. She recommended the City Council authorize staff to have <br />discussions with the Ordinance Review Committee (ORC) on amendments to the City Code in <br />regards to residential facilities to become compliant with State Statute. <br />
