Hugo Public works applies <br />calcium chloride and grades the roadways; however, the higher traffic volumes on these roadways <br />result in deteriorated and dusty roadway conditions. <br />On February 5, 2019, Hugo staff and Mayor Weidt met with Lino Lakes staff (Mayor Reinert was <br />unable to attend due to weather conditions). Discussion regarding a joint project and how the <br />project could move forward took place. Staff from both Lino Lakes and Hugo felt it was important <br />that both projects move forward concurrently and that economies of scale would provide <br />efficiencies resulting in lower project costs. <br />The section of 24th Avenue/Elmcrest Avenue to be paved is approximately 2,300 feet in length with <br />approximately 900 feet of that being shared with Lino Lakes. The attached Joint Powers <br />Agreement outlines the City of Hugo and City of Lino Lakes responsibilities associated with this <br />project. In short, Hugo is responsible for the costs associated with Elmcrest Avenue and Lino <br />Lakes is responsible for East Cedar Street. Assessments are not proposed with the Elmcrest <br />Avenue Improvements at this time.
