BACKGROUND MEMO FOR THE CITY COUNCIL MEETING ON APRIL 1, 2019 <br />DA <br />Approval <br />of Minutes for the March 18, <br />2019, <br />City Council Meeting <br />D.2 <br />Approval <br />of Minutes for the March 22, <br />2019, <br />HGNFS Pasta Dinner <br />D.3 <br />Approval <br />of Minutes for the March 24, <br />2019, <br />Joe Marier 1001' Birthday Celebration <br />Staff recommends Council approve the above minutes as presented. <br />G.1 Approval of Claims <br />Staff recommends Council approve the Claims Roster as presented. <br />G.2 Approve Amendments to Personnel Policy to Include Drug and Alcohol Testing Policy <br />In response to regulations issued by the United States Department of Transportation (DOT), staff <br />has drafted a policy on drug and alcohol testing for commercial drivers. This policy would apply <br />to employees who hold CDLs (Commercial Drivers Licenses) for the purpose of carrying out <br />"safety -sensitive duties" using City vehicles. This policy does not pertain to firefighters. <br />The Drug and Alcohol Testing for Commercial Drivers Policy would require CDL holders to be <br />part of a pool of drivers that will be subject to unannounced alcohol and controlled substance <br />testing on a random selection basis. In addition to approval of the Drug and Alcohol Testing <br />Policy, staff is requesting Council approve moving certain items from the Motor Vehicle Policy to <br />the general Personnel Policy and eliminating the rest that not apply. Staff recommends Council <br />approve adoption of the Drug and Alcohol Testing Policy for Commercial Drivers, elimination of <br />the Motor Vehicle Safety Policy, and revisions to the Personnel Policy. <br />G.3 Approve Special Event Permit for Oneka Elementary 5K Color Run <br />The Oneka Elementary School has requested a Special Event Permit for their annual 5K Color <br />Run on Saturday, May 4, 2019. This event requires a Special Event Permit approved by Council <br />because it is expected to draw approximately 800 runners and will include the use of City streets <br />and sidewalks. This run will take place along Oneka Parkway between Oneka Elementary and <br />Frenchman Road. The event has been held for the past three years with no impacts to the health, <br />safety, and welfare of residents or participants. Staff recommends Council approve the Special <br />Event Permit for the Color Fun Run subject to the conditions in the staff memo. <br />GA Approve Cost -Share Agreement with RCWD for Waters Edge Stormwater Reuse <br />Phase II <br />Construction of the 15t Phase of the Water's Edge stormwater reuse system was completed and put <br />into service in July of 2018. During the first partial year the system was operating, the Water's <br />Edge community was able to reduce their potable water consumption by 4.14 million gallons of <br />water. Moving forward with the City's goals to reduce their impact to regions groundwater and <br />surface water resources, the City applied for the RCWD Urban Stormwater Remediation Cost - <br />Share Program and BWSR Watershed -Based Funding Pilot Program to help fund the Water's <br />Edge Stormwater Reuse Phase 2 project. In the Spring of 2019, RCWD awarded $185,760 <br />(BWSR WBFPP - $78,760 & RCWD USWR-$107,000) to fund the expansion of the existing <br />Water's Edge stormwater reuse system. The total project cost is anticipated to be approximately <br />$300,000, with the balance being paid from the stormwater utility fund and ultimately reimbursed <br />
