Lake Road to the south a distance of 2,300 feet, and East Cedar Street from Otter Lake Road to <br />the east a distance of 2,600 feet. The JPA outlines that the East Cedar Street improvements are the <br />financial responsibility of the City of Lino Lakes and the 24th Avenue/Elmcrest Avenue <br />improvements are the financial responsibility of the City of Hugo. The final project costs to each <br />community will be based on the percentage of construction and engineering costs as outlined in <br />the JPA. The Elmcrest Avenue total estimated project cost is $295,000. Funding for the project <br />is proposed through the street improvement fund. Staff recommends Council approve the <br />resolution authorizing the preparation of plans and specifications for the East Cedar Street & 24th <br />Avenue/Elmcrest Avenue North Improvement Project. <br />I.1 Discussion on Proposed Legislation Regarding RCWD Spending <br />Representative Peter Fischer and Senator Karin Housley have authored bills at the request of Rice <br />Creek Watershed District Manager John Waller that would require a minimum of 90 percent of <br />the money collected in Washington County through special assessments and ad valorem taxes be <br />spent on projects in Washington County. Included in the packet are the bills' text and a letter from <br />Washington County in support of the bills. Wednesday, April 17th has been tentatively selected.
