Rosemary Apartments Site Plan and CUP <br />Frenchman Place 4th Addition Final Plat <br />Page 3 <br />questions during the public hearing were answered. There may be a separate meeting on other <br />drainage items not related to this project. <br />2. DESCRIPTION OF REQUEST: <br />The developer is requesting approval of a site plan and conditional use permit (CUP) for a three <br />story approximately 80,000 square foot apartment building (including underground parking lot) <br />for the property located north of Rosemary Way and west of Everton Avenue. Apartments are <br />allowed in the Medium Density Multiple Family Residential (R-5) with a CUP. The property is <br />18.15 acres, including several wetlands for a total of 4.6 acres buildable. The density of the <br />project would be ten units per acre, meeting the zoning district regulations. <br />The apartment would be rented to persons or families who earn 60% of the area median income <br />or less. This equates to $45,000 to $65,000 depending on household size. Rents will average <br />$725 for a one -bedroom, $985 for a two -bedroom, and $1,200 for a three -bedroom. The <br />anticipated unit mix is 6 one -bedroom, 18 two -bedroom, and 21 three -bedroom units. <br />The developer is also requesting approval of a final plat for Frenchman Place 3rd Addition. This <br />project will plat one 1 from Outlot B, Frenchman Place consistent with the preliminary plat. <br />3. CONTEXT: <br />A. Surrounding Land Use and Zoning <br />The properties to the north are zoned Agricultural (AG) and are occupied by large lots and single <br />family homes. The property to the east is zoned Medium Density Multiple Family Residential <br />(R-5) and is occupied by Christ Lutheran Church. The properties to the south are zoned General <br />Business (C-2) and are vacant. The property to the west is zoned Planned Unit Development is <br />occupied by townhomes. <br />B. Existing Site Characteristics <br />The property is currently vacant and contains several wetlands. The upland of the property was <br />used for stockpiling of dirt, but is normally generally flat. <br />4. BACKGROUND: <br />The property is part of the Frenchman Place development that was master planned in 2008. <br />There are several lots in the development that were proposed to be a combination of institutional, <br />residential, and commercial uses. The developer at the time, indicated that this lot would be <br />developed at an apartment building. Site plan approval is required for each lot as it develops. The <br />City Council agreed with the approval of the preliminary plat that the proposed lot and building <br />layout, street alignments, and proposed uses functioned properly and fit in with the surrounding <br />areas. <br />The Medium Density Multiple Family Residential (R-5) allows for the expansion and <br />development of medium -density multiple -family uses such as townhouses and apartments where <br />
