I have attached a map showing the location <br />of the project as well as proposed impact areas. <br />The project will result in a total of 0.05 acres of Wetland Conservation Act (WCA) regulated <br />wetlands. These are in two (2) areas located west and east of the parking structure. Area D is <br />on the east side of the project area near the proposed stormwater pond and totals 2,135 square <br />feet. Area F is on the west side of the project area and totals 50 square feet. Both wetland areas <br />are degraded due to the prevalence of invasive reed canary grass and qualify for sequencing <br />flexibility. <br />The applicant is proposing to use 0.1 acres (4,356 square feet) of excess wetland credit from the <br />Rosemary Way Mitigation Area which contains 18,479 square feet of available wetland credit for <br />projects in the Frenchman development. The project is required to replace at a 2:1 ratio (0.05 <br />acres of impact requires 0.10 acres of wetland replacement). <br />Based on the information provided in the application and on -site visits with the applicant and TEP, <br />I am recommending approval of the application for the Rosemary Apartments Development with <br />the conditions specified in the attached Notice of Decision. <br />Attachments: <br />Notice of Decision <br />Project area map <br />K:\013262-000\Admin\Permits\18.7 Hugo Family Housing (Rosemary Site)\Replacement\Memorandum_HugoCityCouncil_RosemaryApartment_040119.docx <br />
