PROJECT OVERVIEW <br />MWF Properties, the applicant, intends to develop the south part of Frenchman 15Y Addition, Outlot B, into a 45 <br />unit apartment complex. This property is a commercial lot, located along the north side of Rosemary Way, <br />which had been constructed in 2014. The north part of Outlot B contains a wetland mitigation area created for <br />the purposes of providing in -advance wetland mitigation for the street construction and for unavoidable <br />wetland which would occur as the commercial lots along this section of the street became developed. <br />Presently, 18,479 square feet of wetland credit, approved by the state under WCA, remains for future <br />development at this site. <br />The proposed 45 unit apartment will have underground parking in addition to the outdoor parking lot. The <br />building pad would contain fill to accommodate the underground parking while still maintaining adequate <br />vertical separation above the adjacent wetlands. <br />The following layouts have been considered by applicant to avoid and minimize wetland impact, while meeting <br />city code: <br />1. 57 unit site plan — 0.42 AC wetland impact (fill) <br />2.45 unit site plan — 0.32 AC <br />3.45 unit site plan shifted south —0.30 AC <br />4. 45 unit site plan, shifted south, parking reconfigured to 43 parking stalls (Preferred Alternative) — 0.18 AC <br />Wetland mitigation will be accomplished at a 2:1 ratio using those credits from the north part of Outlot B. <br />Sequencing flexibility under Minn. R. 8420.0520, Subp. 7a. is requested for those wetland impacts located east <br />and west of the wetland conservation area (Impact areas D, E and F) since the wetland function and value of the <br />replacement credits are greater that impact being proposed. Wetland impact areas A, B and C are exempt from <br />wetland replacement since they are incidental wetlands and not subject to wetland replacement under WCA <br />(Minn. R. 8420.0105 Subp. 2.D.). <br />
