PART THREE: General Project/Site Information <br />If this application is related to a delineation approval, exemption determination, jurisdictional determination, or other <br />correspondence submitted prior to this application then describe that here and provide the Corps of Engineers project number. <br />Describe the project that is being proposed, the project purpose and need, and schedule for implementation and completion. The <br />project description must fully describe the nature and scope of the proposed activity including a description of all project elements <br />that effect aquatic resources (wetland, lake, tributary, etc.) and must also include plans and cross section or profile drawings <br />showing the location, character, and dimensions of all proposed activities and aquatic resource impacts. <br />The applicant (MWF Properties) proposes to construct a 45 unit multi -family complex on the 3 acre <br />commercial property portion located adjacent to Rosemary Way in the south part of Frenchman 1' <br />Addition, Outlot B. The north part of Outlot B contains a wetland mitigation area created for the <br />purposes of providing in -advance wetland mitigation for the street construction and for unavoidable <br />wetland impact which would occur as the commercial lots along Rosemary Way in the Frenchman 15t <br />and 2"d Additions became developed. Presently, 18,479 square feet of wetland credit, approved by the <br />state under WCA, remains for future development at this site. <br />The need for the project reflects in the demand for multi -family housing in the peripheral suburbs of the <br />City of Hugo. The City has water, sewer and a vast network of city/county road that connect to 1-35E. <br />This makes the commute (approximately 20 miles or less) to the Twin Cities metropolitan area a more <br />favorable opportunity for potential renters than Anoka or Chisago Counties. Therefore, based on the <br />locality of the development, the infrastructure, and the need/demand for this type of housing, the <br />applicant believes the purpose and need would meet the renter's perspectives. <br />Minnesota Interagency Water Resource Application Form February 2014 Page 4 of 16 <br />
