Project Name and/or Number: <br />Attachment C <br />Avoidance and Minimization <br />Project Purpose, Need, and Requirements. Clearly state the purpose of your project and need for your project. Also include a <br />description of any specific requirements of the project as they relate to project location, project footprint, water management, <br />and any other applicable requirements. Attach an overhead plan sheet showing all relevant features of the project (buildings, <br />roads, etc.), aquatic resource features (impact areas noted) and construction details (grading plans, storm water management <br />plans, etc.), referencing these as necessary: <br />The applicant (MWF Properties) proposes to construct a 45 unit multi -family complex on the 3 acre commercial <br />property portion located adjacent to Rosemary Way in the south part of Frenchman 15` Addition, Outlot B. In <br />addition to underground parking, there would be 43 outdoor parking stalls. There would be one stormwater pond <br />and one rain garden area to control and treat impervious surface runoff as required by the City of Hugo (see <br />grading plans). <br />The need for the residential development comes from the lack of affordable single-family homes in the City <br />of Hugo area. The closeness to the Twin City metropolitan area makes Hugo and idea distance for <br />commuting, while providing the services of a large metropolitan area. Therefore, the applicant is striving to <br />provide affordable housing where there is a demand. <br />Avoidance. Both the CWA and the WCA require that impacts to aquatic resources be avoided if practicable alternatives exist. <br />Clearly describe all on -site measures considered to avoid impacts to aquatic resources and discuss at least two project alternatives <br />that avoid all impacts to aquatic resources on the site. These alternatives may include alternative site plans, alternate sites, and/or <br />not doing the project. Alternatives should be feasible and prudent (see MN Rules 8420.0520 Subp. 2 Q. Applicants are encouraged <br />to attach drawings and plans to support their analysis: <br />There have been four concept/grading plans since late summer 2018 when the applicant had initially <br />purchased the property. The wetland delineation was done during the growing season in 2018 and approved <br />in late summer of 2018. This delineation had also included the in -advance wetland mitigation area. <br />Delineation results found that, due to the careful management during establishment of the in -advance <br />mitigation area, the 2018 wetland boundary had generally expanded compared to the 2012 boundary which <br />had been performed prior to the creation of the in -advance mitigation area. Therefore, under WCA, the <br />expanded areas included in the 2018 delineation are considered "incidental wetland" (Minn. R. 8420.0105 <br />Subp. 2. D.) since these areas were not intended to be wetland, and would, therefore, be exempt from <br />wetland replacement. <br />Concept/grading plans considered include the following: <br />1. 57 unit site plan with 65 outdoor parking stalls — 0.42 acres of wetland fill <br />2. 45 unit site plan with 45 outdoor parking stalls — 0.32 acres <br />45 unit site plan with 45 outdoor parking stalls, shifted south — 0.30 acres <br />45 unit site plan with 43 parking stalls, shifted south — 0.18 acres Preferred Alternative <br />Minnesota Interagency Water Resource Application Form February 2014 Page 8 of 16 <br />
