The revision includes an increase in avoidable wetland impact that requires replacement <br />from 0.165 aces to 0.197 acres. This was an increase of 19% above the original impact amount <br />that was previously approved. MN Rule 8420.0255 Subp. 3A(1)(a) requires a new notice of <br />application and approval if the wetland area to be impacted under the revised replacement plan is <br />increased by more than 10 percent. <br />As part of the revised application, the applicant has included a revised purchase agreement that <br />reflects the amount of wetland replacement credit necessary to replace for the additional wetland <br />impact. The remaining approvals for no -loss, exemption, and sequencing, as well as the <br />conditions listed in the notice of decision dated November 5, 2018, remain in effect. <br />Based on the information provided in the application and on -site visits with the applicant and TEP, <br />I am recommending approval of the application for the Gregoire Solar Development wetland <br />replacement. <br />Attachments: <br />Notice of Decision <br />Project area map <br />K:1013262-0OO\Admin\Permits117.13 Hugo Solar Site (Gregoire)lreplacementlMemorandum_HugoCityCouncil_GregoireSolarSite_040119.docx <br />
