Applicants should consult Corps mitigation guidelines and WCA rules for requirements. <br />Replacement/Compensatory Mitigation via Wetland Banking. This documentation could be a signed purchase agreement, <br />signed application for withdrawal of credits or some other correspondence indicating an agreement between the applicant and the <br />bank owner. However, applicants are advised not to enter into a binding agreement to purchase credits until the mitigation plan is <br />approved by the Corps and LGU. <br />The Project and permanent wetland impact are located in the less than 50% pre -settlement wetland zone. The Project is located in <br />Washington County, and is not within the Rice Creek Watershed District Comprehensive Wetland Protection and Management <br />Plan Boundary or Wetland Management Corridor. The Project is located in the 7- county metro within Wetland Banking Service <br />Area 7. The Project is encompassed by the Hardwood Creek Minor Watershed and the Mississippi River —Twin Cities Major <br />Watershed (watershed # 20). The City of Hugo, as the administrator of WCA for this Project, requires wetland replacement ratios <br />according to WCA standards. Based on the location of the project and wetland impacts, replacement is required at a 2:1 ratio. <br />Available fresh wet meadow credits were identified at wetland banks #1537 and #1122. Both are located within the same Bank <br />Service Area and Major Watershed as the Proposed Project. There are no wetland banks located within the Hardwood Creek <br />Minor Watershed and no wet meadow credits are available within Washington County that are also within Bank Service Area 7. <br />The two wetland banks contacted are relatively close to the Proposed Project site compared to other bank sites in the Service <br />Area and have wet meadow credit available to purchase for the purpose of this project. <br />Bank #1537 signed a purchase agreement with the applicant. This bank has a total of 6.9456 acres of Fresh (wet) meadow credit. <br />This project only requires 0.39 acres of replacement. <br />
