We have reviewed the following information related to this application: <br />Rosemary Apartments City Submittal/Construction Plans dated 2/15/19 by MWF <br />Properties <br />Stormwater Management Report dated 2/15/19 by CivilSite Group <br />Design Phase Geotechnical Evaluation dated 11/19/18 by Chosen Valley Testing <br />Based on the review of the documents, we offer the following comments related to this <br />application: <br />Utilities <br />1. The City's existing utility information identifies an 8" water service and an 8" sewer service <br />being stubbed to or slightly past the right of way. The applicant will need to utilize the <br />existing services rather than connecting to the main to eliminate disturbance to the roadway. <br />2. The Fire Department is requiring that another hydrant be installed on the west side of the <br />parking lot. City staff will coordinate with the applicant to finalize a location. <br />Stormwater Management <br />3. The site drainage is directed to filtration basins prior to discharging into adjacent wetlands. <br />The site meets the City's requirements for volume control, water quality, and rate control. <br />Existing flows through the wetland will not be affected. <br />4. A maintenance agreement/plan will be required for the stormwater management features on <br />this site. <br />5. Water reuse is not being utilized on this project. The stormwater management facilities for <br />this project are filtration basins and do not have enough stormwater to irrigate the site. <br />Wetlands <br />6. The applicant has received approval for the wetland boundary and type in the fall of 2018. <br />7. 2,185 sq ft of wetland impacts have been identified, with the replacement plan using credits <br />from the Rosemary mitigation site. A no -loss application will be approved for impacts to <br />incidental wetlands along the northern boundary of their proposed grading since these are <br />incidental wetlands resulting from the previous mitigation area increasing site hydrology. <br />K:\012467-000\Admin\Docs\LTR-rjuba-Rosemary Apartments- 032119.docx <br />
