Further is was recommend that the street be constructed at the developer's expense, if <br />access was needed for the development of the property to the east. <br />The developer is also proposing that the City construct the public street and utilities through the <br />City property (Outlot L) to the east for access for the development. Alternatively, they are <br />proposing to construct the public street at the developer's expense, if they can develop the 10 lots <br />as shown on the north side of the road in the sketch plan. Staff recommends that the Commission <br />offer to make the land available for construction of the street at the developer's expense, but not <br />allow the development of the lots as shown on the plan. <br />The intersection at 159th Street and Farnham Avevue would remain with no stop controls at 159th <br />Street and a stop condition on Farnham Avenue from the north and south. Further evaluation of <br />any minor intersection modifications would be evaluated during the preliminary plat phase. <br />Parks Commission Update: <br />The developer's proposal was evaluated by the Parks Commission at its March 20, 2019, meeting. <br />The Parks Commission has not yet planned the future park. They discussed that during the <br />approval of the Oneka Place development there was concern over the lack of parking for the future <br />park and the possibility of a parking lot off of Farnham Avenue North. The future park was <br />discussed as being passive with trails, at least in the short-term. There was not a strong interest in <br />active park features such as a playground or ball fields in the near future. Additional planning and <br />discussion is needed for the park, but they did not expect that to happen this year. <br />Since there is not plan for the park, The Park Commission recommended making the land available <br />for construction of the street at the developer's expense, but not allow the development of the lots <br />as shown on the plan. They discussed wanting to keep their options open for a parking lot to be <br />constructed for the park or if any active amenities were desired. <br />Utilities <br />As identified in the City's Comprehensive Water Supply and Distribution Plan, a 24" trunk <br />watermain will need to be extended north from the water tower location. The 24" water main <br />should be extended north through the development with the City paying for oversizing costs. <br />The City's Comprehensive Sanitary Sewer Plan identifies the way in which properties are to be <br />served by sanitary sewer. A sanitary sewer connection to the Met Council Interceptor is <br />identified at 165th Street with a 33" trunk main. The proposed sketch plan identifies a connection <br />to the Interceptor approximately 1320 feet south of 165th Street. Oversizing of the trunk main <br />would be the responsibility of the City of Hugo. <br />While the proposed sewer connection is different than what is shown on the Comprehensive <br />Plan, it does propose an alternative was to serve the development and other properties due to the <br />difficulties of the sanitary sewer planned to be available from the north and watermain being <br />available from south. Staff does feel this is a reasonable option, however, drainage and utility <br />easements will be required in order to allow the sanitary sewer to be constructed out to 165th <br />
