Planning Commission <br />January 10, 2019 <br />Page 2 <br />Bald Eagle Sportsmen's Association SUP Review — 6557 125th St <br />Weber started with a background on the Bald Eagle Sportsmen's Association and their previous SUP review. The <br />SUP was last reviewed and amended September 22, 2016 when an additional building was added to the property. <br />Condition 19 of the permit states that the permit shall be reviewed prior to December 1 st of the even -numbered <br />years or if the SUP is amended or violated. Staff visited the gun club on December 17, 2018. Staff noticed there <br />are areas of the fence that need to be repaired and maintained, which was discussed with the President of BESA <br />and he stated the fence will be fixed. Weber also stated that no complaints have been made against the BESA in <br />the last few years. Staff is not aware of any violations of the existing permit and finds BESA to be in compliance <br />with the SUP. <br />Staff recommended approval of the SUP review and invited BESA President David Arcand forward if he would <br />like to address the Planning Commission at that time. <br />Mr. Arcand came forward to comment on the fact that very little has changed with the use of the property other <br />than the verbiage the BESA uses to describe the association. They prefer gun and archery club over gun club as <br />currently majority of the facility is used for archery trails. <br />Chair Kleissler asked if there were any questions. Commissioner Fry commented on how well the association is <br />ran and Mr. Arcand responded that they strictly monitor shooting hours on the property as to comply with their <br />permit. The association enforces a penalty for any member who violates these conditions. <br />Derr motioned to renew the SUP for the Bald Eagle Sportsmen's Association for two years, Fry seconded. <br />All ayes. Motion carried. <br />Approval of 2019 Goals <br />Juba reviewed the goals that were discussed at the goal setting workshop on December 20, 2018. The Planning <br />Commission set a goal of zoning ordinance text amendments which involves scheduling regular Ordinance <br />Review Committee meetings and evaluating and revising the shoreland, small cells, subdivision, and PUD <br />sections of the City Code. Staff is currently updating the small cells ordinance. Small cells are small wireless <br />technologies that are put on existing utility or light poles by the wireless providers to boost data. <br />Another goal set by the Planning Commission is to provide training for Commission members that covers <br />procedures and land use training. <br />The last goal topic for 2019 is presentation topics. This includes an overview of existing conditions and future <br />improvements to Highway 61 as well as a recap of design guidelines set for the City. <br />Kleissler asked staff if goals can be amended and Juba responded by saying the goals can be discussed and <br />amended at any time throughout the year. <br />Lessard made a motion to approve the 2019 Planning Commission goals. Arcand seconded. <br />All ayes. Motion carried. <br />
