Resolution 2019-17 <br />Page 3 <br />10. Prior to the Final Plat being released for recording, the developer shall comply with <br />the following conditions: <br />a. The developer shall enter into a development agreement, shall agree to <br />complete all improvements, and pay all fees as required by the agreement. <br />b. A letter of credit or other financial assurance approved by the City shall be <br />established for the construction and maintenance of any utilities installed <br />outside of platted road right-of-way and in the outlots. <br />c. A maintenance road shall be established and approved by the City <br />Engineer for access to all utilities installed outside of the platted road <br />right-of-way and in the outlots. <br />d. The Final Plat shall be revised to include drainage and utility easements <br />over all outlots. <br />e. The plan shall be revised to include the construction of Fairoaks Avenue <br />to the north property line of the plat. <br />11. Prior to the issuance of building permits, the developer shall comply with the <br />following conditions. <br />a. The applicant shall record the final plat, development agreement and all <br />other documentation at Washington County and provide the City with <br />proof of recording. <br />b. The applicant shall submit three full sets of approved final plans to the <br />City. <br />c. If a sales trailer is located in the property, a site plan and building <br />elevations shall be submitted for City review and approval. <br />
