Moxness Minor Subdivision and Variance <br />Page 5 <br />Grading <br />The applicant is showing the low floor elevation at 930.2 feet and the floodplain elevation at 925.4 <br />feet. Provided the grading plan submitted by the applicant, the applicant is required to make a <br />minor grading edit between the house pads to improve drainage. The City is recommending the <br />applicant also submit a plan showing erosion control measures given its proximity to the public <br />ditch. <br />Streets and Access <br />The proposed parcels have access to Flay Avenue North. No access from CSAH8/1401h Street <br />North should be allowed now or in the future. Although there is an existing driveway on the subject <br />property, each proposed parcel will have individual driveways. The applicant is showing a <br />driveway width of 32 feet on Parcel A and a width of 21 feet on Parcel B. The minimum driveway <br />width in urban residential zoning districts is 12 feet and a maximum of 24 feet. The applicant will <br />need to revise the driveway design on Parcel A to comply with the maximum width of 24 feet at <br />the property line and will be listed as a condition of approval. <br />The applicant is showing easements over the public ditch and floodplain on the property. Side yard <br />drainage and utility easements of 5 feet are not shown and will need to be added for Parcels A and <br />B. Staff will include this in the conditions of approval. The applicant will need a 10 foot roadway, <br />drainage, utility, and trail easement along CSAH 8/1401h Street North to account for future County <br />Road expansions mandated by Washington County and will be consistent with the City's <br />Comprehensive Plan regarding future trail needs. <br />Park Dedication and Open Space <br />Park dedication is required of all land subdivided for residential purposes. The applicant will not <br />be dedicating parkland with this project, and would therefore be responsible for the parkland <br />dedication fee, currently set at $2,400 per lot. The applicant is only responsible to pay for the <br />creation of one lot prior to the recording of the minor subdivision. <br />6. CONCLUSION: <br />The applicant is requesting approval of a minor subdivision for the creation of two lots out of one <br />0.63 acre lot located at 14032 Flay Avenue North. The variance request is to allow a variance in <br />lot sizes of the proposed lots. It's in staff s opinion that the request meets all the items required for <br />a minor subdivision and variance. <br />7. STAFF RECOMMENDATION: <br />Staff recommends approval of the minor deviation and variance request from Darin Moxness, <br />14032 Flay Avenue North, for the creation of two lots out of one and to allow a variance in lot <br />sizes of the proposed lots. <br />0 <br />
