RESOLUTION 2019-32 <br />APPROVING A FINAL PLAT AND DEVLEOPMENT AGREEMENT FOR ELMCREST <br />INVESTMENTS LLC, FOR FABLE HILLS 6TH ADDITION <br />WHEREAS, Elmcrest Investments LLC, has requested approval of a final plat for the property <br />legally described as follows: <br />Outlot A, Fable Hills 5 h Addition <br />WHEREAS, the Planning Commission has reviewed the preliminary plat at a duly called public <br />hearing and recommended approval of the preliminary plat; and <br />WHEREAS, the City Council approved the preliminary plat at its meeting on June 1, 2015 and <br />as amended on August 21, 2017. <br />NOW, THEREFORE, BE IT HEREBY RESOVLED BY THE CITY COUNCIL OF THE CITY <br />OF HUGO, MINNESOTA, that it should and hereby does approve the request by Elmcrest <br />Investments, LLC, for a final plat, subject to the following conditions: <br />The final plat is approved to allow the creation of 16 single family lots (villa units) and 1 <br />outlots, in accordance with the plans and application received by the City on July 7, 2019, <br />except as amended by this resolution. <br />2. Development standards shall comply with Resolution 2002-40, 2015-29, and 2017-27, as <br />amended. <br />3. The development standards shall comply the PUD amendment and preliminary plat <br />approvals granted by the City on June 1, 2015 and as amended on August 21, 2017. <br />4. The developer shall comply with all conditions outlined in the City Engineer's memo <br />dated May 6, 2015, May 27, 2015, August 31, 2017, and July 10, 2019. <br />5. The plat shall comply with the City's street naming system, except as otherwise approved <br />by the City Council. Staff will continue to work with the applicant on the street names. <br />6. The park dedication requirement shall be met by fee for a total of $38,400 ($2,400 per <br />unit) <br />7. Concurrent with the grading and installation of streets and utilities: <br />a. A 8-foot bituminous trail shall be constructed along the east side of Fable Hill <br />Road. <br />8. Accessory dwelling units are not permitted within the development. <br />
