Moxness Minor Subdivision & Variance <br />disturbance of the roadway or curb are at the owners expense and will be repaired per City <br />standards. <br />Gradin <br />The applicant is showing the low floor elevation at 930.2 feet and the floodplain elevation at <br />925.4 feet. Provided the grading plan submitted by the applicant, the applicant is required to <br />make a minor grading edit between the house pads to improve drainage. The City is <br />recommending the applicant also submit a plan showing erosion control measures given its <br />proximity to the public ditch. <br />Streets and Access <br />The proposed parcels have access to Flay Avenue North. No access from CSAH8/1401h Street <br />North should be allowed now or in the future. Although there is an existing driveway on the <br />subject property, each proposed parcel will have individual driveways. The applicant is showing <br />a driveway width of 32 feet on Parcel A and a width of 21 feet on Parcel B. The minimum <br />driveway width in urban residential zoning districts is 12 feet and a maximum of 24 feet. The <br />applicant will need to revise the driveway design on Parcel A to comply with the maximum <br />width of 24 feet at the property line and will be listed as a condition of approval. <br />The applicant is showing easements over the public ditch and floodplain on the property. Side <br />yard drainage and utility easements of 5 feet are not shown and will need to be added for Parcels <br />A and B. Staff will include this in the conditions of approval. The applicant will need a 10 foot <br />roadway, drainage, utility, and trail easement along CSAH 8/140th Street North to account for <br />future County Road expansions mandated by Washington County and will be consistent with the <br />City's Comprehensive Plan regarding future trail needs. <br />Park Dedication and Open Space <br />Park dedication is required of all land subdivided for residential purposes. The applicant will not <br />be dedicating parkland with this project, and would therefore be responsible for the parkland <br />dedication fee, currently set at $2,400 per lot. The applicant is only responsible to pay for the <br />creation of one lot prior to the recording of the minor subdivision. <br />6. STAFF RECOMMENDATION: <br />It's in staff's opinion that the request meets all the items required for a minor subdivision and <br />variance. <br />Staff recommends approval of the minor subdivision and variance subject to the conditions listed <br />in the attached draft resolution to the Planning Commission. <br />ATTACHMENTS: <br />1.
