wsb <br />June 21, 2019 <br />Ms. Rachel Juba <br />Community Development Director <br />City of Hugo <br />14669 Fitzgerald Avenue North <br />Hugo, MN 55038 <br />Re: Minor Subdivision <br />14032 Flay Avenue <br />WSB Project No. 013272-000 <br />Dear Ms. Juba: <br />We have reviewed the minor subdivision submittal for the above -referenced project and in <br />particular, the following plans related to this request: <br />Report of Geotechnical Exploration, Lot 6 Block 1, Traeger's Addition dated March 29, <br />2019 <br />Report of Geotechnical Exploration, Lot 5 Block 1, Traeger's Addition dated March 28, <br />2019 <br />• Minor subdivision plan, dated March 12, 2019. <br />Based on the review of the revised preliminary plan documents, we offer the following comments <br />related to this application: <br />Site Grading <br />1. A minor grading edit should be made between the house pads to improve drainage. This <br />edit has been provided to the applicant. <br />Stormwater Management <br />2. Stormwater management requirements are not required due to the size of the proposed <br />project. We do recommend the applicant submit a plan showing erosion control <br />measures given its proximity to the public ditch. <br />Transportation/ROW <br />3. Access Locations: Access locations are shown on Flay Avenue. No access from 140th <br />Street/CSAH 8 should be allowed now or in the future. Driveway widths are limited to 24 - <br />ft in width at the property line. <br />4. Easements — Side yard drainage and utility easements are not shown and will need to be <br />added for parcels A and B. The 10 -ft easement along 140th Street should be an <br />easement accommodating roadway, drainage, utility and trail. This will account for future <br />County Road expansion and be consistent with the comprehensive plan regarding future <br />trail networks. Easements over the ditch and floodplain have been included in the minor <br />subdivision documents. <br />
