Gopher State Storage Site Plan and Variance <br />Page 6 <br />(S) Hazard Consideration. The variance, if granted, shall not permit a lower degree of flood <br />protection than required by this chapter. The variance shall be determined the minimum <br />necessary, considering the flood hazard, to afford relief, and the variance shall not be issued <br />within any designated regulatory floodway if any increase in flood levels during the base flood <br />discharge would result. <br />Part of the property is within the floodplain overlay district. The applicant will be required to <br />obtain approval from FEMA with the project. The project is not expected to increase flood levels <br />in the area. <br />(6) Septic and Well Compliance. The sewage treatment system and water system of'the subject <br />property is in compliance with city and state codes. <br />The property can be served by City sewer and water. <br />It is in staff's opinion that the project does not meet all the requirements necessary to approve the <br />variance request. <br />Street Access and Vehicle Circulation <br />The site has access from 152nd Street North. There is one entrance into the site with a secure <br />entrance for storage renters. <br />The applicant as added a vehicle turnaround area on the northern portion of the drive aisles and <br />parking areas. The applicant included the area for large vehicles and vehicles with trailers to <br />turnaround more easily to access the storage units and entrance of the proposed storage building. <br />Since the site plan has short dead end drive aisles due to the constraints of the site, this is a good <br />addition to the site plan. <br />The applicant is showing a 22 foot drive aisle, where 24 feet is required by ordinance. The drive <br />aisle width shall be revised to be a minimum of 24 feet wide. <br />Fencing/Screening <br />The applicant is not proposing any outdoor storage. The applicant is proposing to replace the <br />existing black chain link fence between the buildings along the west side of the property with <br />decorative architectural black fence (like wrought iron fencing). The applicant has provided <br />details of the style of fence. The applicant shall replace the existing chain link fence along the <br />west property line with decorative architectural black fence. <br />The area of the site containing the buildings and parking/driveways is proposed to be enclosed <br />with black chain link fence. The plans shall be updated to show the fence locations. <br />The applicant is proposing to have roof top mechanical equipment. The plans show the <br />equipment to be screened by a five foot parapet on the east side of the building. It is unclear if <br />this is for the rest of the sides of the building. The applicant should show the parapet height on <br />other elevations. If the parapet remains at approximately five feet, staff would be comfortable <br />
